Since his retirement from the Army, he has followed a path of distinguished service and stature among his classmates and his community. This well-received newsletter has served to enhance the feeling of camaraderie and goodwill among members of the class family and has kept them in close touch with one another. He has been, and is, an outstanding President of the Class of 1944. Especially noteworthy has been his leadership among the members of his class in the Washington metropolitan area to bring them closer to the West Point Society of the District of Columbia by arranging class luncheons and meetings at the scheduled Society luncheons. He has also assisted classmates who no longer drive cars with rides to these events, as well as to medical appointments. In 2000, Colonel and Mrs. Carter moved to The Fairfax, a retirement community for military officers and their wives adjacent to Fort Belvoir. In that period of close to six years, he has been among the most active of residents. He has ascended to the position of Chairman of the Residents Council, a large, volunteer organization that addresses the needs and problems of residents. He then works with the Executive Director and other senior managers of The Fairfax to correct and resolve these. He has guided the Residents Council for the benefit of the residents. He has arranged for volunteers residents to assist others who are confined to wheelchairs by pushing them to appointments within The Fairfax community. Colonel Carter also is the President of the Belvoir Woods Protestant Mission Society at The Fairfax. Among the approximately 600 residents of The Fairfax, Colonel Carter is the best known "go-to" leader. All know that if they need help, he wi1l get it or see that this is done. Colonel Carter has shown outstanding qualities of character and stature, and performed distinguished and selfless service among his classmates, fellow retired military officers, their wives and widows, and the community at large, in keeping with the high qualities for which West Point strives. In recognition of his service in both peace and war, while displaying the outstanding qualities of character and selfless service, it is most fitting that the West Point Society of DC honor Colonel Doniphan Carter.
